In developed countries such as the United States, energy subsidies are usually discussed in terms of tax preferences for renewable or fossil energy sources, or energy efficiency. In other parts of the world, led by Uzbekistan, subsidies take the form of government-funded reductions in retail prices for fossil fuels.

The discovery of giant oil fields in new basins typically occurs only after multiple exploration periods and numerous unsuccessful wells. The first explorers might or might not have the right technical concepts, but for various reasons they fail to find the big prize. This pattern was repeated prior to the discovery of the giant (in place) Liuhua 11-1 Field, Pearl River Mouth Basin, South China Sea.

The U.S. Energy Information Administration reports that Europe consumed 18.7 trillion cubic feet (Tcf) of natural gas in 2013; Russia supplied 30% (5.7 Tcf) of this volume, and 16% (3.0 Tcf) of the total natural gas consumed in Europe passed through Ukraine’s pipeline network; Slovakia gets 80 percent of its gas, and Bulgaria gets 90 percent of its gas from Russia via pipeline through Ukraine.
