The State of Louisiana has received several requests for agreements to sequester carbon dioxide (CCS) in subsurface reservoirs, with the first two operating agreements for CCS receiving final approval in October 2021. The State Mineral and Energy Board is the exclusive body with the authority to enter into operating agreements for carbon dioxide storage beneath state-owned lands and water bottoms. The Office of Mineral Resources provides the professional and technical expertise for the Mineral Board. A review of the agreement approval process, key terms in the agreements and the statutory requirements will be presented. A general discussion will follow of the parishes with state-owned lands receiving CCS interest, the locations of industrial corridors with carbon dioxide emitters, logistics concerns, and the various subsurface considerations for proposed carbon storage in Louisiana.
