Chairman's
Corner
As I write
this column, four months, or a third of the year of House activities
have proceeded. So, what's been accomplished? The standing committees
of the House are now up and running for another year, the Nominees
for the positions of Chairman-Elect and Secretary/Editor have been
nominated, an ad-hoc Committee on House Procedures has been established
and you're reading our second Delegates' Voice for the year.
I would
like to thank all of you whohave willingly given time to making
the House work. One of the things that has most impressed me about
the Delegate community is their willingness to serve. Out of all
the Delegates whom I personally phoned and asked to serve as a Chairman
or committee member, only one declined due to a very heavy workload.
Thanks to each of you for your service.
Based
upon the resolutions to be brought forward in New Orleans, I can
tell you that once again it should be an interesting meeting. The
two principal pieces of legislation that we will concider concern
the Elected Editor and the Nominations Process. Clint Moore will
be addressing these two topics in his column so I won't steal his
thunder in mine.
As for
the nominations for next year's officers, I'm very happy to report
that Royce Carr and his committee have selected four excellent individuals
for the upcoming year. Ed Dolly, Denver, and Steven Shaw, Midland,
were chosen for the position of Chairman-Elect and Sandi Barber,
Houston and Debra A. Osborne, Midland were chosen as candidates
for Secretary/Editor.
I'd like
to let you know that I've formed one new ad-hoc committee. The House
Procedures Committee, under the chairmanship of Pat Gratton, past
Chairman, House of Delegates, has been charged with finding ways
to improve our process and make the House more efficient in all
aspects of the way we currently work.

The Nominating
Committee's work is finished until the House of Delegates convenes
on April 16, 2000 in New Orleans, Louisiana. At that time, the Committee
will conduct the election for Chairman Elect and Secretary/Editor.

Procedures Committee return

The ad-hoc
House Procedures Committee (HODPC) has been given the following
charge by HOD Chairman, John R. Hogg:
The committee
shall report to the House on potential improvements to our processes
and to recommend potential changes to: the timing, naming and selection
of standing committees; reporting of all committees at the annual
meeting; and overall improvement of the efficiency of the House
to operate as one of the three governmental bodies of our Association.
Accordingly,
as Chair of the HODPC, I plan for the committee to investigate 1)
utility of a HOD leadership midyear (usually January) meeting, 2)
development of a Procedures Manual, 3) methods of improving communications
amongst HOD officers, committees, Delegates and other elements of
AAPG governance, etc. Because of considerable interaction of HODPC
with most standing committees of the House (HODSC), chairs of those
HODSC are members of the HODPC.
Through
this notice I am requesting that Delegates and other AAPG members
contact any of the HODPC members listed below in order to offer
suggestions. In doing so, please use e-mail addresses and copy ,
and me at .
All comments,
suggestions, complaints (yes, those, too!), etc., should be in our
"mailboxes" no later than 20 December 99 for early consideration.
Communiques received after that date will still be considered but
may not be acted upon in time for the New Orleans annual meeting
due to time limits on C&BL, rules changes, etc.
This is
a great opportunity to improve HOD efficiency and continue the House's
growing effectiveness. But, we need your help.
