A new AAPG year with new officers, new and younger members, new delegates, new committees, and new "old legislation" will bring new concepts, new goals, new responsibilities, new opportunities, and new commitments to the 1998-99 House of Delegates. Thank goodness for a term as Chairman-Elect which allowed the time to witness House affairs during the past year. Thank goodness for my predecessors who have so deftly evolved the House into the voice of membership! As your new chairman, I am committed to:

  • continue the efforts exerted by past Chairmen;
  • improve the lines of communication within the House and between the House and the general membership;
  • promote involvement among our younger members;
  • carry forward previously approved House legislative and procedural matters;
  • present new resolutions to the House floor; and
  • represent the House in Executive Committee proceedings -- all to the best of my ability.

John Hogg, Jean Lemmon, and I are committed to publishing four (4) delegate newsletters, in a continued effort to provide an expedient mode of communication among the House of Delegates, Executive Committee, Advisory Council, committee chairs, division presidents, AAPG headquarters senior staff, past HOD chairmen, and other interested parties. We certainly encourage all entities to use this forum, not only to keep updated and informed on House issues, but also, to communicate your thoughts and observations. This is the Delegates' Voice, so utilize it! Also, by now, you should have received your 1998-1999 Delegate package outlining your delegatory duties, the functions of the House, and the processing of membership applications. When processing applications, I strongly encourage you to be thorough in your check, but also to expedite the processing of applications to the best of your ability. We have had recent complaints, by applicants, of waiting as long a full year to have their applications processed.

Committees play an active and vital role in the efficient operation of and improvement to our organization, and particularly to effective functioning of the House of Delegates. This year, I am the Executive Committee liaison to the following AAPG Standing Committees: Technical Program Committee, Convention Committee, Research Committee, Education Committee and Membership Committee. Chairman-Elect, John Hogg, is charged with the responsibility for surveillance of the other numerous committees of AAPG and its Divisions. We urge all AAPG committee chairs and HOD committee chairs to communicate with each other regarding mutually related issues. Be aware of other entities within our organization with related mandates and advise them of your activities. Most of the 1998-1999 HOD committee chairs have now been named and the various committee member slots are currently being filled. Thanks to those of you who have agreed to serve, and to those who would like to serve on a committee, contact me or the chairmen listed later in this newsletter.

I am pleased to report that the Nomination and Election Committee has most expeditiously caucused and selected an outstanding slate of HOD officer candidates for the 1999-2000 term. Chairman Don Lewis and the committee are to be commended for their choices and the diligent work effort during the dog days of August and September. Thank you for selecting outstanding candidates. The candidates are profiled in this Newsletter and will be voted upon at the Annual Meeting in San Antonio on April 11, 1999.

The Executive Committee, recognizing the importance of the various AAPG committees to the overall well being of our Association, is dedicated to improving the effectiveness of our committees by enhancing internal functioning, encouraging better inter-committee communication which will reduce duplicating efforts, and providing needed support for our committees. To accomplish this goal, a Summit on Committees is scheduled for October 23-25, 1998, in Houston. Invitees will be the Chairman and Vice Chairman of the appropriate AAPG and Division standing committees and the Chairman of selected HOD standing and ad hoc committees. I certainly encourage all HOD invitees to attend, if at all possible.

Alleluia! The Executive Committee, at their August 14, 1998 meeting, accepted the report submitted by the Committee on Constitutionality and Bylaw Amendment Process (COCBLA), chaired by Lee Billingsley, and unanimously approved the legality of the pending House of Delegates proposed amendment to the AAPG Bylaws. This resolution for amendment was proposed by the International Representation Committee, chaired by John Hogg, and approved by the Delegation at the April 6, 1997 HOD Annual Meeting, held in Dallas. However, the Executive Committee decided at their March 1, 1998, meeting, to defer determination of legality pending the recommendation by the COCBLA. As a reminder, the purpose of the proposed amendment is (1) to establish International Regions and continue U.S. Sections, (2) to allow election of delegates by Regions/Sections, and (3) to modify the Advisory Council to more effectively represent the Regions/Sections.

Since the IRC proposed amendment has been held in abeyance for such a considerable time period and since some have expressed concern regarding certain facets of the amendment, a survey questionnaire is being mailed, under separate cover, to all voting members and alternate members of the HOD. The survey, which was prepared by members of the HOD Constitution and Bylaws Committee, was suggested by Chairman- Elect John Hogg and serves a dual purpose - to review the background of the amendment and poll our Delegates. We appreciate your effort in responding to the questionnaire and returning it to the C&BL Committee in the addressed envelope. Also, included in this newsletter is a sample copy of the survey, which is for informational purposes only. Delegates and Alternate Delegates should not return this questionnaire, but we do welcome and encourage other interested parties to complete and return the survey should you so desire.

The Executive Committee approved the legality (5-2) of an Executive Committee proposed amendment to the AAPG Bylaws, which would change the term served by the chairmen and vice chairmen of AAPG standing committees from one (1) to three (3) years, and give the President the sole right to remove any committee chairman, vice chairman or other committee member with or without cause. This resolution for amendment was suggested by the Committee on Committees and approved by the Executive Committee at their October 15, 1997, meeting held in Tulsa. Determination of legality was deferred at their March 1, 1998, meeting held in Houston. Both of these proposed amendments will be voted on at the 1999 HOD Annual Meeting in San Antonio.

October will be a busy month! By the time you receive this Newsletter, I will have co-hosted with President Bishop the HOD breakfast at the Eastern Section Meeting held in Columbus, Ohio, October 7-10. I am also planning to attend the Gulf Coast Section Meeting in Corpus Christi, October 21-23; and immediately thereafter, will attend the Summit on Committees in Houston, October 23-25. I am looking forward to meeting with you at the HOD breakfasts and will make time available for discussion during the conferences. I urge you to attend the HOD breakfasts if possible. It is a good opportunity to meet with members of the Executive Committee, officer candidates, section officers, division officers, House Delegates, and AAPG senior staff. You are automatically invited to your own section's HOD breakfast, and should you want to attend other sectional meeting breakfasts, contact Donna Riggs at Headquarters for an invitation.

John grew up in Hamilton, a working class city of about 300,000 in southern Ontario, Canada, during the late sixties and early seventies. John spent hours as a kid, rock hounding on Lake Ontario's rocky beaches and climbing the Ordovician to Silurian-aged clastics and carbonates of the Niagara Escarpment.

John attended McMaster University in Hamilton from 1977 to 1981 and earned a B.Sc. in Geology in 1981. After graduation he moved to Calgary, Alberta to begin his career as a Petroleum Geologist with Gulf Canada Resources. He worked as an exploration geologist in Canada's high arctic Sverdrup Basin more that 300 miles north of the Alaskan North Slope.

In 1984, John joined Husky Oil. As an exploration geologist working offshore eastern Canada on the Scotian Shelf he was involved with the drilling of eight wells that resulted in two significant gas discoveries in four years of working the shelf.

In the summer of 1988, John associated with Petro-Canada to work in the Jeanne d'Arc Basin, offshore Newfoundland, as a Senior Exploration Geologist. He was involved with the drilling of six exploration wells and two oil discoveries.

John moved to PanCanadian Petroleum in the spring of 1997 and is currently a Staff Geologist and the Team Leader of PanCanadian's Atlantic Canada Exploration Team.

Although, many of you know of John's work in the AAPG, few of you know about his volunteer work with the Canadian Society of Petroleum Geologists, our home society of over 3,000 geologists. Some of John's activities with our society include work on the Publications and Sales Committee where he was a member and Chairman from 1992 until 1997. John was Chairman of the 1990 CSPG Conference Field Trip Committee, and from 1994 to 1996 was Co-Chairman of the Technical Lunch Program held twice a month, which draws 500 to 800 members to what is one of the largest technical luncheon programs in the world.

In 1996, John was the General Chairman of the CSPG Pools '96 Conference that was one of the most successful conferences that our Society has ever held, raising in excess of $230,000.00 in profits for the Society.

John has also been honored with numerous awards from the CSPG which include; a Tracks Award in 1987 for distinguished service; two service awards in 1990 and 1994; three volunteer awards in 1992, and 1993; and the CSPG Presidents Award, our Society's highest honor for "dedicated service to the membership" in 1995.

John continues to work for the for the CSPG, although in a somewhat diminished role, with all of his AAPG activities, and is currently the Senior Editor of a 150 page Special Publication titled Oil and Gas Pools of the Western Canada Sedimentary Basin.

John and his wife Amy have two young children, Sarah and Logan, that they truly enjoy. Their commitment to the rearing of their children occupies a good portion of their free time and when they do have spare time they enjoy gardening, music, bike riding, and tennis.

Last Time HOD Approved Dues Range Increase!

At the 1982 meeting in Calgary Delegates voted to increase maximum allowed dues 87.5% for Active ($40 to $75), Emeritus ($20 to $37.50) and Associate ($40 to $75) categories of membership (Honorary, Junior and Student classifications were not changed).

At the 1993 meeting in New Orleans members of the House rejected small dollar ($2.50 to $10) increases in the maximum allowed annual dues for most categories. (Honorary classification had no proposed change, i.e., remain at zero.)

It should be noted that actual billed dues for Active, Associate and "Junior plus" currently are $62/year. (Junior members must pay same rate as Actives after four years as Juniors.)
