Constitution and Bylaws Committee
Spirited debate and discussion has continued to be the norm during the meetings of the Constitution and Bylaws Committee this year. The suggested changes to the constitution and bylaws of the association that we have been asked to review have been interesting. For example, we were asked to review whether or not a change was needed before a new division can be added to AAPG. Fortunately, our predecessors envisioned the need to add new divisions to AAPG, and no changes are needed to the constitution or bylaws to create a new division. Many of the other suggested changes were much more controversial, and required careful consideration and open debate within the committee.
I would like to extend my gratitude to the patience and hard work of the committee members this year. This year’s committee members are David Entzminger (Vice Chair), John Brooks, John Hogg, John Jordan, Terry O’Hare, and Margaret Anne Rogers.
After all of the hard work and open discussion, only one amendment has been approved for submission to the House of Delegates at this year’s annual meeting in Pittsburg. That amendment is a housekeeping issue to bring the Bylaws in line with the procedures that AAPG headquarters is following for dues payments. The amendment basically does away with the late payment penalty that the office is not charging, and allows the office to notify members by email when their dues are due. Currently the office sends out an email and then follows it with a snail mail notification. The office envisions no changes to this procedure, but would like the option of not doing the expensive snail mail for those who have already paid their dues after the email notification. The proposed amendment reads as follows:

SECTION 3. Dues Schedule and Billing
f. That a penalty to be established annually by the Executive Committee will be levied for each quarter year of delinquency beginning on July 1. A statement shall be mailed to each Member (including each Member designated as an Emeritus Member or an Honorary Member), Student, and Associate before July 1 of each year, stating the amount of annual dues.
Written notification by mail, electronic mail, or other suitable means shall be provided to each Member, (including each Member designated as an Emeritus Member or an Honorary Member), Student, and Associate before July 1 of each year, stating the amount of annual dues owed.
