The committee was requested by HoD Chair David Hawk to review several topics. In response, the following changes are recommended for the Rules and Procedures to update them and/or to keep them in accordance to AAPG Bylaws.

Proposed Changes to the Rules and Procedures, 2011

  1. Suggested amendment to Article I of the AAPG House of Delegates Rules and Procedures to add a new Section E to provide a process for notification to presidents of United States Sections of vacant HoD Delegate positions sixty (60) days prior to the HoD Annual Meeting.
    1. Membership and Officers
      1. Sixty (60) days prior to the HoD Annual Meeting the HoD Chair shall inquire of AAPG Headquarters as to whether any United States Affiliated Society has not notified AAPG Headquarters of the election of a delegate to a new three-year term following the expiration of the term of a delegate from that society. If a society has not so notified AAPG Headquarters, the HoD Chair will immediately notify the Section President for that society of the need to fill the delegate position, per Article IV, Section 3, of the AAPG Bylaws
  2. Suggested amendment to the AAPG House of Delegates Rules and Procedures to remove gender references. Amend all references to "chairman", "chairmen", and "his" in the House of Delegates Rules and Procedures, whether or not capitalized and whether or not part of a hyphenated word, to "chair", "chairs", and "his or her", respectively, and capitalized or not as prior to amendment.
  3. Suggested amendment to Article III, Section A, subsection 1, subsubsection g, numbered paragraph (7) of the AAPG House of Delegates Rules and Procedures to provide for certain restrictions on the granting of awards.
    1. Committees and Their Duties
      1. Standing Committees
        1. Except as otherwise provided in these Rules and Procedures, the Chairman of the House of Delegates shall appoint, from qualified Delegates (those Delegates as defined in the AAPG Bylaws, Article IV, Section 3), a chairman, a vice chairman, and all new and all replacement members for the following committees:
          1. The Honors and Awards Committee . . . . Rules and Procedures for Granting Awards
            1. No candidate for any of the offices listed in Article II, Section 13, of the AAPG Bylaws can be nominated for a HoD award in the same year. No current holder of or candidate for any AAPG office as described in Article II, Section 1, of the AAPG Bylaws, no current holder of or candidate for any HoD office as described in Article IV, Section 8, of the AAPG Bylaws, no immediate Past Chair of the HoD, no president or candidate for president of any AAPG Division, and no candidate for a position on the Advisory Council may be nominated for a HoD award, with the exception of the HoD Recognition of Service Award.
  4. Suggested amendment to Article III of the AAPG House of Delegates Rules and Procedures to add a new Section D to authorize past HoD Chairs to serve as non-voting members of HoD committees.

        A past-chair of the House of Delegates may be appointed as an additional, non-voting member of a Standing or Ad-Hoc Committee of the House of Delegates
