During the past year, I've had the privilege of working with two fine leaders and outstanding individuals, Lowell Lischer and Sandi Barber. I want to publicly thank them both for their long hours of hard work and their commitment to the House of Delegates and the AAPG. Although the term we shared as your HOD Board has ended, the friendships we developed will be lasting.

I now look forward to the 2001-2002 HOD year and the opportunity to work together with our newly elected officers, Chairman-Elect Terry Hollrah and Secretary/ Editor Marty Hewitt. Both Terry and Marty have demonstrated strong dedication to the AAPG and the HOD in prior years. That work history will transition well to their new leadership roles in the HOD.

Our work has already begun. Since the HOD meeting in Denver in June, we (Terry, Marty and I) have put together chairmen and members for the eight standing committees. These individuals, our fellow Delegates, are ready to take on the duties, and perhaps challenges, of their respective committees. A list of the committees is included elsewhere in this issue of The Delegates' Voice, and you will find them posted on the HOD Forum.

There are several items of business that will carry forward from the meeting in Denver. I'll save my comments on those for the next Delegates' Voice. At this time, I'd like to summarize the results of the year just ended.

Last year your House leaders and committees continued to build on the theme of linking information and cooperation to the business of the AAPG. In fact, Lowell's plaque read,

Leadership Equals
Harmony through Communication

Those words embody the attitude that we expressed throughout the year. Information on all House matters was presented early and often, to keep the Delegates abreast of the issues as well as informing the AAPG leaders and members. This type of information-sharing fostered cooperation between the HOD, the Executive Committee and the Advisory Council. Information was distributed at Delegate breakfasts, through The Delegates' Voice, and on the newly-created HOD Forum. I plan to continue placing a number one priority on communication as I lead the HOD during my term as your Chairman.


Numerous business matters were reviewed by the HOD during the past year.

Constitution and Bylaws:

As you know, it is within the jurisdiction of the House of Delegates to carry on all legislative functions of the Association within the scope of the Constitution and Bylaws. The Constitution and Bylaws are the rules that define and govern how the AAPG conducts business on behalf of its members and their interaction with the public. Nine Constitution and Bylaws amendments were submitted by the C&BL Committee for consideration by the House at our annual meeting on June 3, 2001 in Denver. The results are listed below.

  • COCBAP 3 Constitutional Amendment Defeated
  • International Region Delegate Clarification Passed
  • Legality Requirement Elimination Passed
  • Bylaws Amending Time Period Equivalency Passed
  • Elimination of "suitable" Passed
  • Election Results Release Amended and Passed
  • Officer Nominations EC Supermajority Vote Passed
  • Limitation of Holding Multiple Positions Amended and Passed
  • Advisory Council Alternates Passed

The COCBAP 2 Resolution passed; final consideration as an amendment will occur at the next annual meeting.

Rules and Procedures:

The purpose of the Rules and Procedures of the HOD is to serve as a guide to the House Officers and Delegates in their conduct of the legislative affairs of the Association. The Rules and Procedures Committee recommended the acceptance of ten changes to the current Rules and Procedures of the House of Delegates. They were:

  • Suggested agenda item changing reporting order: President and Convention Chairman (requires an additional correction to include Executive Director in 2002)
  • Suggested agenda item: "All Other Association Reports" moved to later on the Agenda
  • Call for a midyear meeting
  • Appointments of chairman, vice-chairman, and replacements on House committees
  • Members of the Nominations and Elections Committee cannot be nominated for House office while serving on that Committee
  • Retention of committee chairmen, vice-chairmen, and committee members of the House
  • Disaffiliation procedure
  • Rules and procedures for granting awards
  • Members of the Honors and Awards Committee cannot receive an HOD award while serving on that Committee
  • No AAPG member shall receive more than one House award in any one year.

All ten changes were passed.

Honors and Awards

In Denver, the HOD honors and awards were presented to some of the most distinguished members of the House.

  • Honorary Member of the House Martha Lou Broussard
  • Distinguished Member of the House Clint Moore
  • Distinguished Member of the House Mike Party
  • Long Service to the House Johnnie Brown
  • Long Service to the House Art Van Tyne
  • Chairman's Certificate of Merit Lowell Lischer

Congratulations to these AAPG leaders for their outstanding contributions to the House of Delegates.


In this issue of The Delegates' Voice, each of the committee chairs has published a report describing the activities of his or her respective committee. If you have suggestions for business that falls under the scope of responsibility of any particular committee, please contact the appropriate committee chair.

  • Nominations for officer candidates should be directed to Jeanne Harris, Chair of the Nominations and Elections Committee.
  • Names of Delegates you feel deserve special recognition for their service should be submitted to John Hogg, Chair of the Honors and Awards Committee.

Don't delay if you have names to submit to either of those committees, as deadlines are fast-approaching (see the respective committee reports for dates.)

Let me say once again that your Officers and Committees look forward to working with the Delegates toward the betterment of the AAPG. If something needs fixing, then let's go to work and make the necessary changes -- but my philosophy is, "If it ain't broke, don't fix it!"
